It is an axiom of healthy church growth that a church must have visitors if it is to grow in size. For most churches there will never be enough babies born to church members that will be born again, discipled, and preserved into adulthood to keep a church growing. Deaths and move-aways will gradually decimate the congregation. Consequently, a regular stream of new visitors (unsaved as well as born again) is needed.
